Centro Pedro Claver was founded by Father David Ungerleider, S.J. and was an outgrowth of work by the volunteer organization The Puerto Rican Alliance. The Alliance was a civil rights organization from the Franklinville Community.
For over two decades El Centro has responded to an array of neighborhood needs and local issues. In 1983 Centro was among the first agencies in the targeted community to establish a housing counseling model.

Fundemental issues including those relating to urban environment development was assumed by El Centro to be basic but important quality of life issues. Neighborhood lot and street cleaning projects and the sponsorship and building of a neighborhood plaza and playgrouond are all illustrations of this work.
